A program was initiated in the year 2000 with the participation of faciliators from various divisions of the Department in order to craft values that would instil ethical attitudes within the DNP. The symbol of the program is a four-leaf clover, a metaphor for success and good tidings.
Through the active participation of these parties, a Code of Ethical Conduct was defined which contains the 5 values that typify the DNP.
Honesty:
Is the coalescence between that which one thinks, says and does, acting in a way that is consistent with one´s individual, institutional and social principles while ensuring that one´s deeds are carried out consistent with notions of jusice and the fulfillment of duty.
We are an entity committed to an ongoing and systematic critique of our own organization. We recognize our successes and shortcomings and we are committed to constantly improving ourselves and fulfilling our obligations with greater efficiency. The DNP must generate products that are the results of judicious, transparent and wide-ranging studies. This is necessary in order to earn the confidence and backing of the population necessary to occupy a positive leadership role within the public sector and society as a whole.
Training:
Is a commitment to on-going improvement of our technical and interpersonal skills that will enable us to carry out our duties responsibly and in a committed fashion.
The DNP employs active and dynamic people, in search of knowledge who are eager to improve themselves. High academic and professional capacity, knowledge and technical judgement lend firmness to our institutional and individual principles and help us to realize their ultimate potential..
Capacity for Work (efficiency):
Is the capacity to realize our social and instituional promises, while maintaing quality, working in a thrifty fashion and producing excellent results.
It reveals itself in the tenacity, persistence and virtue which our employees must have in order to carry out their assigned duties, by means of processes which seek to improve the quality of life of those people targeted by our policies.
To achieve this aim, the service we provide must be governed by a transparent sense of collaboration, in which we act as a conduit between the technical and the social, the academic and the realities of the population.
Promise:
Our promise is to go beyond simply fulfilling our obligations and functions. It is to draw on our academic capabilites and skills, as well as our professional, social and human skills in order to exceed what is ecpected of us.
The institutional promise and a sense of belonging make us believe that we are part of an entity endeavoring to fulfill the mission of the National Planning Department. Our promise to society ensures that the said aim is always motivated by a desire to generate policies with genuine social impact on the heterogenous fabric of the Colombian population´s needs, and we are committed to working as a unified force.
Respect:
Entails establishing the limits of what we can accomplish as well as the extent of what we can expect from others. It is in other words closely related to the idea of tolerance. It is recognizing, appreciating and valuing the qualities, needs and decisions of others in recognition of their expertise, esperience, and their status as equals.
We recognize that truth is only apprehended through social interaction, in which all offer their vision, knowledge and assessment of situations and their solutions. We value diversity, the co-existence of different realities, as it is with these that the social fabric is woven. Diversity in the social and organizational spheres as well as in intra- and interinstitutional relationships enriches the cultural process and fosters action with a greater social impact.
